Martin Lebo

Dr. Lebo is the Technical Director and Operations Manager of the North Carolina office of CEA.  He has over 30 years of experience working in environmental assessments and is a technical expert in contaminant fate and transport in terrestrial and aquatic systems.  Experience includes leading projects with the need to interpret complex environmental conditions, to evaluate and choose remedial technologies, and ultimately to execute the remedy/corrective measures.  He has managed numerous projects for industrial clients, particularly in pulp and paper, and municipal clients on water quality and remediation of soil, groundwater, and surface water environments.  Dr. Lebo has extensive knowledge of permitting and remediation requirements under federal and state remediation and water management programs.

Dr. Lebo has been an adjunct professor at the Institute of Marine Science of the University of North Carolina at Chapel Hill.  He is a member of the North Carolina Science Advisory Council for nutrient criteria development and actively participates in discussions on environmental effects of excess nutrients and approaches for nutrient criteria development.  Support for industrial clients includes development of strategy to address complex environmental problems, synthesis of scientific results, evaluation of sustainability metrics such as green BMPs, and testimony in remediation cost recovery and allocation litigation.
